This shift comes after new regulations, introduced in May, made it harder for landlords to unreasonably refuse tenants with pets. The law, aimed at balancing the power dynamics between renters and landlords, has completely transformed the landscape. No longer can landlords simply issue a blanket ‘no pets’ policy. However, they still hold the right to refuse if genuine concerns arise, such as allergies from other tenants, the size of the property not accommodating larger animals, or if the pet in question is illegal. In some cases, leaseholders might also have restrictions placed on them by freeholders.
Before these significant changes, many pet owners faced dire situations. Take Eve Williamson, for example. This 41-year-old former hairdresser from London was forced to give up her beloved American Bulldog, Khan, or risk eviction from her home. She had previously been allowed to keep a dog, which makes her situation even more heartbreaking. Eve described the ordeal as “awful,” especially considering how much comfort Khan provided while she cared for her ailing mother. “They’re family,” she emphasized, adding that landlords should be more open-minded.
While many landlords have legitimate concerns regarding irresponsible pet ownership, the new chief property ombudsman has made it clear that landlords should not impose pet surcharges, which fall outside the scope of permitted fees. However, they can deduct from the tenant’s deposit for any proven pet-related damages at the end of the lease.

Many landlords worry about the potential risks posed by some pet owners, especially those who might try to keep pets in properties unsuitable for animals.
